LINK THE ACTS PUBLISHED IN NORMATTIVA USING URN

The regulations contained in the 'Normattiva' can be reached through the search pages, which provide results in the form of the links to the individual regulations, as well as through the mechanism of URN links (Uniform Resource Name).

URNs uniquely and persistently identify the available resources in computer networks. They are logical names and do not contain direct references to the physical address of the resources.

Creating a link to a specific regulation present in 'Normattiva' is very simple. All you need to do is copy the following link:

  • https://www.normattiva.it/uri-res/N2Ls?urn:nir:stato:decreto.legge:AAAA-MM-GG;NNN (for decree-laws)
  • https://www.normattiva.it/uri-res/N2Ls?urn:nir:stato:legge:AAAA-MM-GG;NNN (for laws)
  • https://www.normattiva.it/uri-res/N2Ls?urn:nir:stato:costituzione:1947-12-27 (for the Constitution)

Where YYYY-MM-DD represents (in year, month, day format) the date of the regulation to refer to and NNN the number of the regulation.

The text of the 'Normattiva' acts, reached through the mechanism of URN links, can be displayed in any one of the following versions:

  • original
  • applicable at the date of consultation
  • applicable on a specific date
  • in "multiple consolidation"

ACTIVATING THE LEGISLATIVE REFERENCES IN A TEXT: THE LEGISLATIVE PARSER

The legislative Parser is a software that analyses legal texts and highlights the legislative references contained therein, transforming them into hypertext links to texts in the database.

The links generated are based on the Italian standard URN:NIR of uniform legal names.

Normattiva uses the Legislative Parser in the function "Activate legislative references" to transform the simple text containing the reference to an act into a link to the act itself ("Activate legislative references" button in the top right in the text of the individual article).

The Parser is also available on the Senate website for texts of draft law, reports, amendments and acts of scrutiny (function "Find legislative references").

REFERENCE STANDARDS FOR NORMATTIVA

The standard URN:NIR of uniform legal names was published in the Official Gazette General series no. 262 of 10/11/2001 (Circular AIPA/CR/35 of 06/11/2001).

The standard XML:NIR of electronic formats of representation of regulations was published in the Official Gazette General series no. 102 of 03/05/2002 (Circular AIPA/CR/40 of 22/04/2002). The Normattiva project also offers the possibility to download the texts present in the database in XML format.
